On October 11, the Central Election Commission (CEC) approved requests from oblast regional state administrations and scheduled 119 elections in newly-amalgamated communities on Sunday, December 22. Eighty-six communities will conduct first elections in newly amalgamated communities while another 33 communities will elect additional members to expand existing local councils. The election process will begin on November 2. The CEC decision marks the continuation of decentralization reform of local self-governance in Ukraine.

IFES and the CEC-IFES Training Center will organize cascade trainings for members of territorial election commissions (TECs) and precinct election commissions (PECs) in all affected regions. The focus will be on electoral procedures. Trainers will update TEC members on procurement rules and procedures and the role of TECs in overseeing political parties’ and candidates’ finances during local elections. The training will include a session on the need for effective interaction between regional State Voter Register maintenance bodies, local state administrations and election management in providing effective election administration while securing the integrity of the electoral process.
